

CONSULTING & LITIGATION SUPPORT ON THE USE OF
NON-LETHAL PRODUCTS AND WEAPON SYSTEMS
Over the last 40 years, the use of Non-Lethal or Less-Lethal Weapons significantly shifted law enforcement, corrections, and military tactics. Prior to the availability of these products and weapon systems, law enforcement officers and military personnel had limited options dealing with situations, that while very serious in nature, may not have required the use of deadly force. Even in situations where deadly force was not deployed, tactics and techniques often placed individuals at risk for serious injury or death. Hence the need for a new type of weapon system that could fill the void while preventing unnecessary injuries or death. As these products have evolved, integration with Crisis Intervention Teams (CIT), increased understanding of Mental Health Scenarios, and De-escalation Techniques, have continued to push these alternatives to the forefront of today’s policing.
ABOUT DAVE DUBAY
Mr. DuBay has over 30 years of industry experience serving law enforcement, corrections, and military users. He was the Director of Research for Defense Technology, a wholly-owned subsidiary of Armor Holdings, Inc. (1994-2001), and the Director of Marketing from 2001-2003.
In 2003, he was hired by TASER International as the Vice President of Research and Development for a little over a year, before accepting a position as the Chief Strategy Officer for the company prior to his departure in 2006.
After TASER, Mr. DuBay continued his work in the industry with his own consulting company, Non-Lethal Defense, focusing primarily on expert witness testimony, use of force, and litigation support. In 2008, his company began consulting with ALS Technologies, and subsequently, AMTEC Less-Lethal Systems providing support in marketing, research and development, manufacturing, and business development.
Recognized as a Subject Matter Expert (SME), Mr. DuBay has given numerous demonstrations and presentations across the United States and Europe on the use and effects of non-lethal weapons to military, corrections, and law enforcement communities. Throughout his career, he has been responsible for reviewing, contributing and creating training doctrine on the use and deployment of non-lethal weapon systems.

He has been featured on the Discovery Channel (The Science of War), the History Channel (Non-Lethal Weapons), and National Geographic (FIGHT Science: Super Cops) for his knowledge and experience in this field.
While at Defense Technology, he was responsible for the development and procurement of four Type Classified non-lethal systems by the US Army (M37, M1012, M1013, and M1029). At TASER, he was instrumental in getting the TASER X26® adopted into the US DOD Non-Lethal Capability Sets.
Mr. DuBay is an inventor and patent holder in the area of non-lethal systems. He has provided consultation, litigation support, depositions, and even Grand Jury Testimony on cases alleging patent infringement, excessive use of force, personal injury, civil rights violations, and wrongful death.
In 2015, Mr. DuBay returned to his roots, and currently serves as the Vice President, Less Lethal for The SAFARILAND Group. In this capacity, he oversees Defense Technology®, Monadnock Riot Gear®, and the Defense Technology Training Academy.
